The next few years will be a testing time, more severeand more exacting than we have known for many years.Political freedom which we won at much cost and sacrificeis only an opportunity. It is not a fulfillment. If we are todevelop a strong democracy, political, social and economic, itis necessary for us to work hard and work unitedly. The idealimposes on us a sacred responsibility. Men are not madedemocratic by the mere formulation of ideals in theconstitution. They are not made good by mere exhortation.Great ideals of justice, equality, fraternity and freedom whichwe have inscribed in constitution must be woven into thesocial fabric. We must apply them to the myriad situationsof our daily life. Unfortunately, the state of mind in whichwe found ourselves at the time of political liberation is notmarked by revolutionary forever. The spirit of enjoyment hasprevailed over the spirit of sacrifice. We seem to demand morethan what we give. There is much evidence of low morale,dissatisfaction and discontent among people, all leading toserious slackness. We must overcome the spiritual sicknesswhich seems to be enfeebling our community. If we do notchange our minds, we cannot change anything.

My fellow citizens of the world, ask not what Americawill do for you, but what together we can do for the freedomof man.
Finally, whether you are citizens of America or citizensof the world, ask of us here the same high standards ofstrength and sacrifice which we ask of you. With a good
