Is a notary advocate a gazetted officer?

It was noticed school certificates are signed by a

Notry advocate is not a govt. servant and only govt.servant may be a gazetted officer.But the public notary can authenticate the any documents.So far the signature on the certificate is concerned only competent authority a can signed on the certificate not any other else.
