First of all i should appreciate for your ambition. To attend for UPSC examinations you should have graduation certificate from any university recognised by University Grants Commission(U.G.C). This may be Degree or Engineering course.

Please keep in mind that UPSC is government organisation. There are various exams taken by UPSC for various posts in government. For posts of IAS,IPS,IFS and many others, the exam conducted is 'Civil Services Examination'.
To sit for this exam, you must have completed your graduation in any field, but from a recognised University. As you have completed your HSC, complete your graduation and side by side start preparing for this exam. The minimum qualification to appear in the Indian Administrative services examination is Graduate in any disciplines.
There is no cut off marks in Graduation or above level for eligibility to appear in IAS and allied services.
This is one of the most toughest examinations for which hard labour is required.
One have to clear the preliminary examinations on theoretical compulsory and optional subjects before appearing the final examination which is manly on vocabulary and personal interview tests.
There are many reputed coaching centres in most of the big cities in India for coaching and preparetory training centres to appear for the IAS and allied services examinations.

The minimum and prescribed qualification for writing IAS is Graduate from any recognised disiplies which should be affiliated by the Union Grants Commission.
