Both are the same. It is HP 21 Black Ink Cartridge and the model number is written as HP 21 B where B stands for Black ink cartridge.
It is used for low volume heavy quality laser printing jobs and has 5ml of ink. It can be refilled. It can be used for Printers with model numbers- Deskjet 3910, 3930/v, 3940

Both are same... It's comes in different types of packs, just because the 21 b is the newer pack easier to identify as the Black color ink so they added a black toned cover/pack and named it 21 B...
