There is no rule that the Gazetted Officers should use green ink. The green ink is used by them to differentiate from the noting of the clerks and the office superintendent.

There is no protocol or law as such for using green ink in India, It is basically used by The Office head while remarking and signing any document related to communication with a officer lower than his rank. An Office head can't use green ink while communicating with another office Head lower in rank as because that officer is not working under him.

Gazette Officer falls from B-17 to B-22. But it I don't think that Officer of B-17 can use green ink. However any such rule in written form is not available. As per practice in vogue, Officer of B-22, Prime Minister, President and Ministers can use green ink only. Green ink is not used to write any letter such as Office Memorandum, U.O Note, Demi Official Letter but it can be used by above mentioned authorities to approve any case or downmarking the official paper.

There is an official book named "gazette".In this book high ranked official names are written.

Those who are taken place in it, can use green ink.

However, now-a-days headmasters of schools are also using, even if they do not come under it.
