Hi,
GOA can basically be divided into South and NOrth Goa. The best mode of transport is state is Self driven vehicles (2 wheeler for 150-200 rent per day and 4 wheeler for 600-900 Rs). Public transport is less and expensive plus the extensive travel requirements make self driven vehicle best. Hotel options are available in Panjim , there is Govt Hotel in Panjim which is very budgeted plus for some good resorts there is C DE GOA in Panjim, Taj, Leela , Country Vacations (anjum beach) to name a few.

If you are looking for a budget place in the heart of the place, you may try Hotel Belo Horizonte. Located just next to J W Marriot Hotel. It is 2 minutes walking from Miramar beach and the Miramar circle which is the last destination for most of the Public/Private bus services. From Miramar you can get transport for all possible venues in Goa. Miramar is a safe family beach. So you don't have to worry about scantily clothed foreigners here. It is also safe till late night in this area.
