Ozone is the very thick layer that exists in the "Stratosphere", between 10 to 50km above the earths surface. This ozone is created by the action of "Ultraviolet Rays" on the atmospheric Oxygen.
The u.v rays splits the oxygen(o2) into two individual oxygen atoms, and this oxygen atoms react with (o2) molecules and form (o3) i.e, "OZONE".
The Oxygen will be reacting continuously with U.V rays and continuously Ozone will be formed. This is a continuous process of "Ozone-Oxygen" cycle.
To manage a source of U.V rays at this colossal level is next to impossibly for the human race.
Ozone is very harmful to human race and specially effects the skin, and causes many types of cancers.
So, it is impossible to create and send ozone, to the atmosphere. In fact it may be a suicidal act.
And Ozone is getting decreased in the Stratosphere, because the production of oxygen is getting decreased(i.e, "the plantation of trees is decreased") and the usage is gradually increased. So, the oxygen is being used away from the Stratosphere as soon as the U.V rays splits the Ozone into individual Oxygen atom and Oxygen molecule.
And hence the Ozone is depleting.
To solve this problem, the best way is to plant trees("which will increase the atmospheric oxygen content"), and the other way is to produce the "Artificial Oxygen" on the earths surface it self. This can be done by the series of chemical reactions.
I think the better way is to produce the artificial oxygen rather than producing ozone.
But it may be a typical job to the scientists.....

Our Earth's Ozone layer is drastically huge in the Earth's ozone layer over the Antarctic Zone.At its peak each September, it spans an area bigger than the continental of United States, which requires millions of tonnes of ozone to fill it up again. Simply creating that amount of ozone, would be astronomically expensive.
Ozone is a colorless and odorless gas present in atmosphere. it is useful because : (1)It contains life saving Oxygen, (2)It absorbs the deadly Ultra Violet Rays present in Sunlight, (3) Keeps Earth warm.
At whichever level Ozone is present it is the quantity that matters. Too much of Ozone in the lower atmosphere or at the Ground level is very bad because it is a Green-House Gas and also a chief constituent of Smog, a severe air-pollutant. Whereas less Ozone in upper atmosphere will reduce it's absorbing ability of UV rays.
Depletion of Ozone is allowing more UV radiation which is causing more harm and we are also increasing the depletion by releasing Chlorofluorocarbons(CFCs), Ozone depleting substances by our activities. Recent research has proved that for every 1% decrease in Stratospheric Ozone there will be an 2% increase of UV radiation.
The one and only thing that we can do is to reduce the production, consumption and release of CFCs and ODSs so that our own Earth will be a better place for living in future.

Ozone issue: Natural creation can be compensate only with natural creation than artificial one,
Why man-made ozone is not used to fill the ozone hole?
Its a huge task that can't be completed easily, one or combine project has to do and execute with mass manpower and huge technical power along with unlimited expenses keeping in mind about future maintenance that is unimaginable. It is sure that no one will approach to do so even superpower country or expert scientist groups.
This is one of the sign of God's creation and his own aim for it - most of the religious says - Before judgement day, Mountain will vanish, earth will be flatten, Star power will lose, Sun shade will reduce, Fog will increase, Pollution with poison can be increased, Sky will tear and other natural changes will be there.
Why it is a major problem these days?
As said, it is unimaginable and out of control to do so by human being, superpower country or expert scientists group won't proceed to do so. They are aware of it.
What are the steps to get rid of this problem?
Even we uses natural sources, it is not sure that Ozone can be filled, it is God's creation and it has its own purpose that normal human or so-called scientists too can't do anything on it than research and time to time different statement submission. If we want to get rid of Ozone issue, then we have to go back to 300 years or 1000 years back life that is impossible and against nature.

Q1.Why man-made ozone is not used to fill the ozone hole?
Ans: These days ozone hole is a great problem for our world. Ozone hole is a hole formed in ozone layer due to human activities. We know how to make ozone (02+0-->03) to fill the hole but we are not doing that. Filling the ozone layer is very much costlier for us that's why we are unable to do that.
Q2.Why it is a major problem these days?
Ans: Ozone hole is increasing day by day and we are the major factor for it. Ozone protects us from UV-rays, emitted from sun. These UV-rays can harm us very dangerously. Even they can cause skin cancer, eye defects, etc. Due to hole in the ozone layer, the harmful rays are coming to our earth and harming us.
Q3.What are the steps to get rid of this problem?
Ans: To reduce this problem you have to reduce the use of CFC and other harmful gases. CFC is the main reason for it. Everywhere we are using CFC these day like refrigerator, AC, etc. Use CFC less products.

A1 ozone is a poisonous gas and you can not just produce and spread into the air.
A2 In the atmosphere level it acts as a blockage to ultraviolet rays and sends back it to the space.
A3 Use of less aerosols.
Use of HFC"s instead of CFC's
I think they are pretty straightforward.
One tip here how it helps.
Ozone (o3) on reacting with ultraviolet rays change into (O2). This reaction proceeds in both the directions and thus it is balanced automatically.

It cannot be filled by man made ozone because ozone is not more stable and the chloro floro carbon & pollution rate is increasing by which ozone react with chlorine.
