There is one method to buy a domain in India, you can do it with Wordpress. Wordpress is a blogging site actually, but they allows you to start your own website as well. First of all you have to register with wordpress. You will be allotted a domain name for your blog which is usually xxx.wordpress.com. They will provide an option whether you want the domain name xxx.com. Click on that option. It will let you get your own domain. The charges are 16$-17$ per year. This is only one way, there are other websites you can buy a domain name from. But one merit of going with Wordpress is that you can temporarily register a blog & maintain it for sometime, and looking at the amount of traffic, you can decide whether to convert it into a site or not. If you are getting a lot of traffic, you can convert it into a site (they always ask whether you need to get the domain, so you can do it any time.) If your blog does not get many hits, you can either continue it as a blog or you can delete it. So there will be no loss for you.

Actually, creating a website is very easy. For that, you need two things :
1. A domain name for your website.
2. Space in web-server to store your website contents.
Let me explain them in detail.
1. Buying a Domain name :
First of all, you need to buy a domain name. To do that, you can go to www.godaddy.com and type in the domain name that you want to have. If its available, you can choose it and buy it by creating an account there.
The normal amount for the domain name per year will be only Rs. 499 (if you want as .com domain name). The rate will be even cheaper if you choose other extensions like .net, .org, etc. So, your site will be some thing like this : www.mywebsite.com
This is the cheapest rent for a domain name that is rented by any domain seller as far as I know.
Moreover, GoDaddy.com is the most secure and trusted domain name seller. The payment can be via paypal or even by check.
Always remember that, you cannot buy a domain name but you can only rent it. So, you need to renew it every month by paying the renewal fee. The renewal fee will usually be very less, so don't bother about it. Even if you forget to renew, you will be given a minimum of 10 days time to renew it.
2. Getting a space in the webserver :
After buying a domain name, you have the name of your website but not the space to store your webpages and other contents. Just like having the plan of a house but no place to build it.
To do this, you need to find out a web hosting service. You can either pay for it to have your own space in the web server or you can get some free space in the web server.
Getting a free space in the web server can be done by having your own blog in sites like Blogger.com . In this case, you can forward your site to the domain name that you have.
Other free web hosting services are provided by websites like zymichost.com
Then you need to know the basic languages like HTML and JavaScript. Even if you don't know them, you can hire people so that they can help you in building your website.

First start your own blog with a blogger and then put some useful and important unique content in that and after getting the required number of visitors,you can change your blog domain from yyy.blogspot.com to yyy.com or yyy.net using cheapest available domain providing websites such as godaddy.com
