To obtain a Birth certificate, you need to apply in the local municipality of your birth town. The documents required to get the birth certificate are:

If age is less than or around 60 years for anybody at present, then he or she supposed to furnish Date of Birth and other personal detail in relevant documentation, or else, they needs to come with relevant details in affidavit that approved by Magistrate and not the Notary.

For senior citizen or more than 60 years old person can apply for Date of Birth or other personal detail via Notary by using eStamp for Passport or any Central government related affairs.

Without date of birth certificate your friend can not apply the new passport. There is date of birth is mentioned in the 10th certificate. He can use the that certificate against date of birth proof.

This is the first solution. Other is , you can get your friends date of birth certificate from municipal corporation of your city. Municipal Corporation has all the record of Birth Certificate. Municipal Corporation can issue the birth certificate.
