To submit your site to Google follow below steps:
Use Google Webmaster tool. For this you need to sign in "https://www.google.com/webmasters/"
You can submit your site after login.

If you want to create a new website you have to first purchase the space on the internet. You can do it by the help of Blogger or WordPress. Go to these sites and create a blog and then buy a domain name.
How Google will reach to you?
Look, first you have to create bunch of articles or information that you want to post on your website. Then you have to subscribe for Google AdSense service. And then Google will come to your site and check that whether your site have enough content or not. They will also check for copying or reproduction of articles. If they will approve your application, then you can earn by the advertisement on your website. When someone will come to your website and click on these advertisements you will be paid through check.
For better traffic to your site you should follow SEO. Search for it in indiastudychannel you will learn easily.
For better article, and how to choose a topic? I will recommend you that choose a topic of your niche or write about your profession. If you are handsome enough in writing then you can write on every topic you want.
For more knowledge about this topic I do not think that you have to go any other place or other sites. Its a long procedure to start a own website and if you want to start a website for business purpose then you need to put some money. So here I give you a better idea. Just go to www.blogger.com and start a blog. Creating a blog in blogger is quite simple. But before starting a blog do decide the topic on which you are going to post articles. I suggest some technical topics like how electronics work, reviews of electronic goods, reviews on tablets etc. As most of them browse such topics regularly.
To fetch some amount from Google first you need to work hard. Post wonderful articles and gain traffic and subscribers to your blog. After 6months of duration you can apply for Google Adsense. Now a days we can apply before too. But getting it approved is a bit hard.
If your blog contains a good information, traffic then Google approves your blog within 6months too. Try to get atleast 500+ pageviews daily. My blog got approved in 3months.
To get more traffic link your blog on social networking sites like Facebook and Twitter. They are the very good sources of traffic. Linking the blog to them is also simple.

To own a website you will need to buy a hosting service and domain name. For beginners I will recommend Hostgator. Then you will have to write contents which should be SEO friendly and must have few low competitive keywords arranged in a beautiful and meaningful way.
If I host a website, how google know that there is a content available in my website which is searched by any of the google user?
After hosting a website the search engine spiders crawls the website for indexing it. Major search engines like Google, Bing and Yahoo automatically index new sites, however to index a website faster one can also submit his site to search engines or can use addme.com to submit site to 20+ search engines at once. Google spiders often crawls websites to rebuild index. It depends how often we add new contents to our site.
When a Google user search for some keyword or phrases, Google will instantly start to find for the best match of keywords. If your website contains the required keywords, your site will be visible in the results page.
Earning from a website or blog requires some time and patience. You will not start earning from the very first day. According to me- Earning online is tougher than Earning offline. One thing I will like to add is that you will also need a good PR to appear in the results page. Some quality backlinks will easily increase your PR.

I would like to suggest you to open a blog instead of owning a website. Creating a blog won't cost anything but the thing you have to do is create an account in blogger.com. After creating an account the first thing you have to do is to post blogs having good and quality content. Quality based English language has to be used in the content. Then after posting some quality blogs fro some days, you have to apply for an Ad Sense account. Google Ad Sense team has made its regulations very strict in approving new accounts. Hence make sure your articles in blog are quality based with good English language. Well after getting approval from Ad Sense, you have to share your blog with all social networking sites which only allows more visitors. While searching in search engines if a visitor posts key word that exists in the title of your article then it will be available in search results according with page rank. Then if visitor gets attracts towards the content of your article he/she may open it. In between the visitor intends to click and open ads according with his/her wish then you will earn money in your Ad Sense account. Lots oh hard work and dedication needed to post quality content in blog and to earn from Ad Sense. But it is the easiest procedure in compare with owning a website.

One can start his own website or a blog. For that you need to register a domain. However a domain is available free at bloggers.com, webpress etc.
If your purpose is earn revenue through adsense then I will suggest to register at adsense revenue sites rather than creating your own blog or site. There are several problems and like getting a domain, programming etc. Then you have to be active always and regularly update your site. Once you are are away for few days for any reason, traffic will fall down drastically, while revenue sharing sites are always updated by one or other member.
