freelancer: somebody who is self employed and they enjoy greater freedom in work than the regular and variety of assignments and they are free to choose their work on which they are interested. they are paid may be on the hourly basis, or per day, or project they have undergone.
content writer:content writing on website may include among its objectives to achieve higher rankings in search engines.

Freelancer is some one who writes or makes projects and sells it, and does not work under any one, he is the boss.

Freelance job is like you are going to select any job based on your own talent and interest, there are online and offline job exist in Freelance work. Also, you can work independantly as per your "free" time or whenever necessary per your own interest and desired.
Content writer job is like a professional one and only one work, though this job also available online and offline option, this work depend on your expertise in relevant language, drafting skills and presenting in high level to the audience.

Yes, both freelancer writer and content writer deals in writing stuff but there is a sharp difference between the two. Free lance writers are their own boss. They can choose the topic of their interest and write at their own leisure and if their work is considered appropriate by the agency, then they can buy his write up, paying him in return. For example, say, you are a freelance writer and wrote an article on some current issue. You went to a newspaper agency with the purpose of selling it and showed them your article which they found interesting and thus, finally you sold your article to them. This is usually what a freelancer does. He/she can work online or offline.
A content writer does the similar job. He/she can be a freelance content writer or on job. When he is on job, he is restricted by the demands of his hiring agency. He has to write in what ever topic he is asked to by his boss; also, there is time limit for his work.
In general, both, a freelance writer and a content writer, simple shares his knowledge, thoughts and information with the audience. These audience can be online or offline.

Content Writers are the people who write on various topics for different websites, blogs, organizations etc. They can be employed by some organization or they may be working on their own. The ones who work without being employed by any organization are called Freelance content writers.
The Freelance content writer writes the contents as per his choice and then work towards selling the same. For example, when you are writing for Indiastudychannel, you are basically doing freelancing content writing. You get paid for your articles here. There is no restriction on what you need to write and what not.
But suppose you are not working as a freelance writer then you have to abide by company policies and rules and there are restrictions on the content which you need to write.

Freelancer and a content writer are different. Freelancer is someone expert in his work will do his work at his convenient time and place and deliver the work to client.
A content writer is someone who write about any subject with referring some books or online content and publishing it. A good content writer can work as a freelancer.

There is a difference in two terms ."Content Writer" as the word suggests is a person who writes the details about or content for some product manual, a website, an advertisement, a banner etc. So he is actually incharge of what goes as the written text for a particular object.
Example if I have to write a user manual for my dvd player then I will hire a "Content Writer" who knows the rules and guidelines of writing a manual and he gets paid for his services. I may hire him as my employee.
A "Freelancer" on the other hand is a person who works individually without having any connection with any particular organization and offers his services to more than one company or employee at a time. This person would usually work in the fields of journalism, photography, any kind of written work (short stories,poems , articles etc), teaching services etc.
For example a person may be a good photographer so he might begin his day by going around the city and getting pictures of the day events and later on give these to one or more newspapers and earn money. But he may not be hired by any group.
Also a point to note is "Content Writer " can become a "Freelancer" and similarly a freelancer can become a content writer for one or more companies.
