First of you have not mentioned which syllabus/board is your nephew following. CBSE board and Kerala state board has an option of writing "say exam". This actually takes place months after the actual board exam is over. So it would be better if your nephew write this exam, if the board he follows has such an option. This will help him wasting one year of his.
I have heard in case of degree exams and higher exam, if we write improvement exams, they will count the mark which is the highest. I do not know whether the same applies for +2 exams as well. Check with the school or the concerned board or their website, for more information
Where to get application form for appearing again You can check with the school where your nephew has studied. If they do not have any information, you can get the application form from the website of that particular board. If not, you can call up the concerned authorities responsible for conducting exam and ask for guidance.
A suggestion : Wasting a year is easy but later do not regret about it so think carefully before you take a decision. As your nephew has already passed +2 he can join for higher studies. He would have started studying earlier and should have scored good marks. Now he is planning to spend one year of his again, but do it only if he is sure that he will get better marks.
