Hi Vishal, Its a fact that your profile is not competitive enough to get full scholarship. Nevertheless you have a chance by getting exceptional GRE score, good letters of recommendation, work experience, good project work, research publication and a very good personal statement stating your goals and the reasons for your poor academics. I have seen people who got through such situations. Even if you do not get any merit scholarship you can get an assistant-ship that can fund your study.

Hey Vishal,
Even my belief is that your academics is too low to aim for fully funded masters in usa or uk right-away. A good gre score, a statement of purpose explaining the reason for poor academics and some stellar extra curricular work or achievement can help your application. But my suggestion is to take up a job right now and compensate your poor academics with relevant job experience. You might get partial teaching assistantship and on campus job through which you can fund your education. Contact the finance department in the universities you plan to apply to figure out the paid positions available on the campus. As a foreign student you are allowed to work 20 hours per week which can get you some financial relief
