First of all you should read the articles written on creating blogs posted by senior writers earlier here in this site. Secondly, a silver member is not allowed to get Google AdSense account. It is no problem in sharing your blogs with facebook and other social networking sites. But before thinking about Google AdSense, I would suggest you to be more active in different sections of ISC like forum section, resource section and you can participate in various contests which are being held from time to time by the Editors through which you can earn and learn as much you want. Hello,
I assume that you have already chosen the topic or subject on which you are going to blog. If not, think of a topic which interests you, the topic on which you have command/speciality over. Once topic is finalized, you can start to blog. For the convenience of explaining, lets divide your question in three parts. Creating a blog, Increasing traffic and monetizing your blog. Now, lets discuss it one by one.
1. Creating a blog.
Firstly choose the blogging platform. There are two most popular platforms which are blogger and wordpress.
Blogger is a free blogging platform owned and hosted by google. All your articles/content will be hosted by google itself. You will get many themes, widgets to customize look of your blog. You don't have to look into technicalities, blogger will handle it all to greate extent.
Wordpress is open-source blogging platform. You can have greater controll on the functionality of your blog. Like blogger, wordpress offers hosted blog. And if you want more controll on your content, you can host it using your personal web-space.
On both platforms, you have to register with your valid email id. Take available default URL or purchase your own domain name and point it to your blog. Write articles and start posting them on your blog. Hurray, the blog is up.
2. Increasing the traffic.

3. Monetizing the blog.
There are many ways to monetize your blog. The most popular one is Google Adsense. It's rules/policies are very strict. There are some good google adsense alternatives available which can also be used for monetizing your blog.

You can create your blog from www.blogger.com and just you need to have Gmail account for this.
