Dear friend, IAS officers are posted all over the country,as SDMs,ADMs,DMs,Secretary to State Govt.,Secretary to Govt.of India etc.The IAS is an all-India service,and after an Officer is selected,he/she is put under a 'CADRE'.You may belong to Delhi,but can be assigned Uttar Pradesh Cadre,Punjab Cadre and so on.This depends on the vacancy and necessary officers in a particular state each year. So they are not just posted in rural areas.Each district of India has IAS officers,and in places such as Delhi,the Secretaries in Ministries are also from the IAS,including the Cabinet Secretary.
If you rank really well in the UPSC IAS exams,then you may be given a choice to remain in your home state.
However,it may be possible that the presence of IAS,or District Collector(as DMs are known in some places),somehow seems more important in villages,where they represent Govt.authority,and implement ground level schemes of the Govt.
In rural areas,where literacy levels may be less,IAS officers are a medium of contact between the people and the administration.Their duty is to serve these people and make sure the Government plans,schemes are implemented properly.

IAS officers get posted in both rural and urban areas. The three all India civil services include :
IAS : Indian Administrative service
IPS : Indian Police Service
IFS : Indian Forest Service
As IAS is one among the all India civil services, an IAS officer can get posting anywhere in India. It purely depends upon the vacancy available at that time. In starting you can't demand for a particular place where you would like to work, but later on you may ask your superior officers for a transfer. Rural areas are which needs development and may be fresh talents are introduced there for the upliftment of rural people. When people start to work, they will be full energetic and ready to serve, therefore rural areas are the best for the new IAS officers to start with.

Indian Administration Services (the IAS officers) or the civil servants mainly look after the administration part of various departments of the govt offices. And these IAS officers are posted through out the country, however basing on the area they choose and also basing on their ranking in the Civil Services exam, they are posted accordingly. And due to this as a part of their administration, they are posted in various regions of the country. And as the rural areas of country needs much of administration, in fact these IAS officers need to look after the developmental activities in the rural area.
