Hi Buddy,
Though you have formatted your laptop, either you have not used the proper method to format it or there is viral threat to your laptop due to restoration of old data files after formatting. Use these simple steps again and I'm sure you will not face the problem.
01. Before you start formatting, go to the BIOS setting and load the default settings. Then only in the Boot Order or Start Sequence section choose CD/DVD drive as first boot drive then save and exit from the BIOS.
02. Now use a clean, bootable original Windows CD/DVD to start OS installation process. Here either you can remove all your partitions and create fresh (if you have taken data backup earlier) or just delete the C drive and recreate and go for the full format (NTFS recommend if using XP or Vista). Continue till the full Windows installation is over.
03. Now configure the laptop using the driver CD. Unfortunately if you have stored your driver in other partition of laptop not in a CD/DVD media, then scan them & write into a CD/DVD before you start formatting. Sometimes a active partition virus or driver infected by the virus may infect your system again though you may have done the full format.
04. Once your laptop is configured with the driver install a good, licensed antivirus(even spyware remover or a firewall)and update it to latest database signature. Then start loading other application program as per your requirement and even restore your backed up data.
If you follow these thing carefully, you not face such problem again. However, if your laptop has any internal hardware problem, it is better to take to service station.
Regards,
Manas

This may be due to Boot sector or boot loader problems also tell me which OS you had installed If it is XP then put with Service Pack 2.
So Just try to format and Reinstall with proper boot CD may help to solve this problem.
Also make sure that all the device drivers are properly installed else install it with the driver cd.

Dear Panakj
You have not mentioned which Laptop you have and which OS was installed earlier, whether you have downgraded from Vista to windows XP. If so, it might be restarting due to improper drivers.
Collect proper drivers of devices LAN/AUDIO/VGA etc. for Windows XP/VISTA and install. Or Reformat and reinstall your laptop again it might due to OS not installed properly
