Very good question! Distance learning and Open learning are not always same. Open learning is a part of Distance learning, but the difference is mentioned below:-
In Distance learning (Correspondence course), the eligibility condition for admission is not relaxed. For example, for doing Post-Graduation, Graduation is necessary. But generally no regular class is held. Students have to study from the course materials sent to them or they have to arrange their own materials.
On the other hand, in Open University System (OUS), there is no concept of eligibility condition. If a student has cleared his/her Xth standard Board examination and has attained 18 years of age, he/she can take admission in any course under OUS.

Distance learning is focused on the learning aspect rather than the location of the student. In this mode of learning the institute or the university that is offering this service is on different location to that of student. And the learning is based on online training or even in place where you can get the books at home. And you're only assessed based on the exams that you give online.
In case of the open learning, you are not being restricted for opening books or the references while giving your exam. Such open learning is about the conceptual guidance than the certification. Each of them serves different purpose. And depending on the route you have taken the content learning would be definitely something different.
Most of the courses where assessment is done on the basis of concept learned, that's where the open learning is used. Courses from places like coursera and udacity makes use of such system.

In Simple , Distance Learning are Provided by the state university where eligible for admission is required , like if you want to take admission in B.com you must complete +2 in regular basic . But in Open Learning Like IGNOU There is no eligible bar to take admission except some . If you want to persue B.com you need not to complete +2 , you just need to complete BPP .

This is common query from most of the students.
Distance learning programme is a course which is offered without any kind of classes. Candidates need to register for the course after checking their eligibility criteria and then they need to study on their own. There are no classes for distance learning programmers and university affiliated colleges only conduct the examinations for the same.
As there are no classes, only theoretical course are available for Distance learning courses.
Open Learning is actually open for all. It has no bar for age, previous education or any thing else.
