I have never come across the term ethnicity and its connection to employment. However domicile certificate is required for availing domicile/resident quota in educational institution, Government service and certain other jobs where local residents are preferred. A domicile/resident certificate is issued by the competent authority to prove that the person bearing the certificate is a legal domicile/resident of the state/UT concerned.

Yes, ethnicity matters in employment. In some states like Jammu & Kashmir and other North-Eastern states, a person can't apply for State Government jobs unless he/she has stayed in that particular state at some point of time.

Some states favor the ethnicity due to the fact that language and son of soil preference. Also some of the jobs require people from specific ethnic origins. And this is done keeping in mind the reservation of existing laws. Though not all the government bodies have such structure. But you can guess that most of the basic level of the jobs have such structure and preference. These days recruitment is also done on the basis of the gender too.
