I think issue could be boot loader taking more time. Make sure you have cleaned your computer for any temporary files. This way you can remove most of the junk files from the disk. You should also make sure that your program files are on different partition to that of default windows drive. This way you can increase the boot loading the time and keep it quick. There are some of the softwares which can let you go through startup items. Only keep the drivers and the antivirus. And keep the rest of the apps away from loading at the startup time. You can find tune up apps like CCleaner or similar other apps are good for cleaning. Windows 7 have some tweak utilities and you can use for the cleaning up the unwanted files and registry entries. Using registry entries can solve the similar problems as well.

For windows 7 minimum requirement for 32 bit is 1 GB and for 64 bit 2 GB.
1. First check your C drive for space if it is nearly full it will slow down your computer As well as boot loading.
2. Second check your background running Apps, all install apps want to run at windows start-up. Disable all apps which is not necessary.
3. Clean temporary file in your computer.
4. Take HDD speed test.
5. Check your antivirus it is also running at window start up and slow down window start-up.

Hope this may help.
You can choose the selective startup in ypur Windows 7 to fast the startup time. In start menu open run option and type msconfig.msc and press enter.
A window will open in front of you. Under startup tab you will shown all the program which load on startup.
Disable any unwanted program( Don't change settings for programs from Microsoft, antivirus and Intel like vendors).
Click apply and changes will applied on next boot up.

Installing so many software and programs on your system may slow down your system. These software are loaded during booting system and the system take time to boot. Uninstall unwanted programs and software. Programs and software when run creates some temp files, clean all temp files from your system. Install a good antivirus and check for viruses on the system time to time. Keep all the programs and files updated.

This problem can arise due to less space in c drive you can try to delete the junk files and temporary files.
If problem still arise than restart your computer than press F8 key than go to option "Repair your computer", than computer will open in safe mode.
After that press option "restore your computer" than your computer will solve the problem and than restart your computer.
