Try this out,
Go to the folder properties > edit > add > advanced (bottom left) > Find Now
You will the user names of your computer on search results.
Select the present user name which your are presently logged in and click ok> ok(again)
On permissions window select the appropriate permissions do you like on the "allow" check boxes or else you can choose full control as checked in the 'allow'
Now your folder or file must be opened. If not check the user is correct or not.

To remove password:
1. First close folder lock and show hidden file and system hidden file.
2. Select tools menu and click folder options.
3. Select view tab.
Under hidden files and folder headings select "Show hidden files and folders".
Uncheck the "Hide protected operating system files (recommended)" option.
Click Apply then Ok.
Delete "win_mpwd_sys.dat" from C:\program data, C:\users\vortex\appdata\local, C:\windows (in x86) and C:\windows\syswow64 (in x64).
Run folder lock and enter new password.
