This happens to toddlers and even grown ups. In order to avoid this you have to make sure your skin remains oily. Use Nivea and petroleum jelly on regular basis. This helps your skin and you don't have the issue of dry skin during winter or rainy season. Make sure that you are applying petroleum jelly on the skin at night and early in the morning. Also get some sunlight early in the morning as that develops some resistance towards cold.

Baby skin is quite sensitive so you can use olive oil instead of chemical products. Also do not go for usage of shampoo or soap on on baby's skin, if necessary go for moisturized ones with utmost care. Restrict baby's exposure to dust and exposure to intense sunlight. Hope your baby a healthy life.

Thanks for your suggestions but I would like to add more after your response.
Her skin is very sensitive and allergic too, cannot withstand any cream or oil. Her paediatrician suggested to use a specific brand for her and that is Curatio. Cream, soap and shampoo, everything is of Curatio brand and that suits well to her. Due to her allergic skin I cannot apply Nivea or any other cream. Is there any other method to overcome the problem of dryness of her? Natural way would be the best one.

For my 4 year old, I use coconut oil at night and mustard oil massage before bath. You may use cream that suits her, mixed with a few drops of water for optimum absorption by the skin. Make sure to keep her hydrated, as lack of fluid intake aggravates dryness. Also, use lukewarm water only for bath, as hot water makes the skin drier.

I had used Glycerine when my daughter was young. You can apply it on her cheeks, feet, lips, or any other body part. It doesn't even cause any burning sensation and is safe for an infant too. It is best natural treatment especially for people/kids with sensitive skin as they cannot use other products.
Some people may advice you to mix rose water or lemon juice into it. But pure glycerine is always a better option for kids.

Glycerine is very effective especially in the winter reason when the skin tend to be dry. The best way of its application is night - time when one goes for retirement to sleep. Glycerine is very gentle in nature and as such this can be conveniently be applied in any affected parts such as necks, legs, cheeks, lips etc. A gentle and consistent massage is required to be done.
Otherwise, one can apply Mustered Oil on the different parts of the body and a gentle massage is required so that there is proper absorption of the same through the pores of the skin. A regular massage would give you substantial benifits especially in the winter when the skin has the tendency to become dry.
