Depending on the phone you are using there may be various edit options to edit the photos and videos. In some phones you get the 'trim' option, whereby you can shorten the length of the video by trimming it to the most needed length with the needed details. That can help reduce the size.
The resolution change also can affect the size. Then there are edit options for size. You may use the crop option also.
To be familiar, you may take one or two test photos or videos and work on them by trail and error. Then you can hit the most optimum level for you.

I assume you are using Android phone or Ios phone. Both these phone platform have this app called - Aviary Image Editor. This editor allows you to edit and resize image. You can resize the image and add filters. Setting other changes for the image is easy with this app. There are many other apps other than Aviary that allows you to edit images. And depending on the complexity, you can choose other Android apps.

As far as I know, re-sizing a picture or video can reduce the clarity of it. ( as the pixels get reduced). once you take a picture and transfer it to your laptop, there are many ways you can resize it.
Basic of all is, right click on the picture, and select open with " Microsoft office picture manager", Where there are number of ways to edit the picture- to resize, compress, etc.
You can also use paint, picasa photo editor and other basic tools to resize the photo on the PC.
You can do the same in your smart phone wherein you have the edit option which allows you to resize it.
Then there are various other professional tools like photoshop etc to do the same, also there are many available in the internet which you can download and try by yourself, and maybe let everybody know about the experience here.
