Most probably it won't be an issue if you provide the genuine OBC non creamy layer certificate at the time of document verification. At the time of filling your application form, if you were not really aware of the difference between the State level and the Central level BC and OBC certificates, you can tell the same to the document verifying authorities. This confusion generally arises when new castes are added to the OBC list. You may need to convince SSC authorities. At Andhra Pradesh Public Service Commission, one of my friend attended for document verification wherein he was able to produce only state level BC certificate instead of producing OBC NCL certificate, which was originally asked to be produced. So, they gave some 15 days time so that he could produce the OBC NCL certificate.

There should not be any hurdle in your recruitment - process because of this. May be you were not aware of the difference between OBC non creamy layer certificate and OBC NCL certificate. Other than this, whatever is required in your recruitment process, go ahead for it.
The next step would be to have a personnel Interview with the Board. You should be able to show your best performance over there.
During the document - verification formalities, you would be given oppurtunity to produce OBC NCL certificate at a date specified by them.

If the verification officials notice that you had provided wrong OBC-NCL number, they have the right to correct it according to your original OBC-NCL certificate.
Or you can also ask for the same without hesitation. There is no legal penalty for this.
