You can dress him as Post Man, electrician, Bus driver or conductor, "Dudh wala", a technician, doctor, nurse, policeman or a fire fighter.
If you have decided to dress him up as a soldier, you can buy his dress from market and a gun toy will help.
If not decided yet, It would be simple to be a doodhwala as he will have to wear "Kurta Payjama" and holding a "Dabba". Or a dentist or doctor can be simple as a long lab coat type or over size half sleeves short can work, with a stethoscope.
Cook can also be a option whose hat can be made at home only. If you can get hat for any of the option, then no need of having a dress. You can draw a dress like front on paper and make him it wear in neck. Or just a yellow paper after drawing buttons and a thick fake pipe can be made at home. Post master's cap is easy to make at home with paper.

Most of the options are suggested by Chitra. I am suggesting something additional and that is Farmer.
For this, you do not need much. Use white dupatta to form his dhoti. Thats it.
Apart from this, he can be a cleaner holding a broom as we are following a clean India mission now days.

Soldier getup is really innovate and we rarely see those getup's in the dressing competition. As you are very interested to dress him up as a Soldier, you can certainly move a head. Uniform is the first and foremost thing you must look for. But before that make sure what a soldier wears, How does he walk ? How does he look like ?

Train your son in such a way that he looks like a soldier and make sure he wears a badge naming "Assistant Commandant or like that" on his shirt.
