In case the Aadhar card was not generated and got rejected, then the question of cancellation of Aadhar card doesn't arises at all. The author may consider referring a number of articles available in the ISC resources covering almost all aspects related to Aadhar card, which can be located by using 'search' button feature of ISC. The author may submit a fresh application online and upload necessary supporting documents.

As it is mentioned that your application for 'Aadhar' was initially rejected due to technical reasons, there is no necessity for its cancellation. You have apply afresh fro 'Aadhar' with all you particulars at the nearest authorised agency such as Karvy consultants with your ID proof, residential proof etc. Check out who is the authorised official agent in your locality or approach nearest Dy. Magistrate/Revenue Divisional Officer for further guidance.
Alternately, you can visit the official website:http://uidai.gov.in/ and follow the link for online registration. I think you have already delayed the process by two years and losing the benefits of Gas subsidy etc, Even otherwise, Adhar number is linked to many other beneficial aspects.

Rather than cancellation, I guess you need to re- apply for your Mother's Aadhar Card because when it is not issued, there is no point of its cancellation.
So, prepare the required set of documents and apply for fresh Aadhar Card.

UIADI has no provision to cancel the existing aadhar card. You are allowed to have the revision in the card details. So if in case of the name issues or change of gender or birth date information. Or if it has any wrong information to identify you then you have to notify that. You have to fill up the form at following URL: https://uidai.gov.in/ssup/web/guest/ssup-home
After this you can setup the UIADI appointment and from there you can set the update. It takes some time to reissue the new card. However it will still have the same number as the previous number. And only your details will be changed. You'll not be given option to cancel the card.
