If you want to create free website or blog then there are many options and sources. Two of them are, www.blogger.com and www.wordpress.com. In this, you will get your choice of domain name beside their domain name. If you wanted to go with domain name then you have to buy it online paying nominal amount and associate it with blogspot or wordpress to proceed further. They are the best to give free storage and I think what they allot the space is more than enough for beginner or who uses average data on their website / blog. Later, you may pay them and increase the hostage / storage services if really needed.

You can get free templates and themes too online by Googling it, so, try it.

There are many websites available for free hosting. You can choose to host either blog or website. In case of website you may have to find out cpanel host. That way you can use blog software on those sites. And you can then go ahead and write the blog using that host.

Another option is to use two of the most popular hosts.

1. Blogger
2. WordPress

Blogger is one good hosting site from the Google. You can also use the sister site Google sites. And this way you can host your educational content. You can also get domain at cheap cost and point it on blogger.

Another option WordPress is like blogger. You get 1 GB of hosting free. You can use the social share and other Wordpress tools. This can be good place to host your educational content.

There are some other hosting sites like dreamwidth, livejournal and typepad. These can be used if you don't like blogger or Wordpress. This should also give you enough options to host on alternate places.

There are many free webhosting sites through which you can create your own site for free. Some sites allow you to create your own through third party, means you have to include their name in your websites domain name. For example if you want to create a website through xyz then you have to create your domain name as www.yourdomainname.xyz.com.
Some other website provide webhosting free for a limited time period then they demand for some money for hosting your website.
If you want to host a website for free then you should have your own web server, but it is costly and requires some technical knowledge.

@bharath,

Basically, Blogger and WordPress are like the same dish prepared by two different parties. Blogger is owned by Google while WordPress is from Automattic.

The WordPress itself is generally of two kinds, one can be found at www.WordPress.com and the other at www.WordPress.Org . The WordPress.com is what can be compared with Google's Blogger. In WordPress.com, you have to visit that site and sign up for a free account there. After that, you get a dashboard from where you can create one or more blogs and put posts in them. Your blog's address will be like yourblogname.wordpress.com, and you will not have to pay a single penny to them for the same. There is not mess or additional responsibilities of buying or renewing web hosting and else. (Whereas, in WordPress.ORG, you have to buy a domain, a web hosting package, then install WordPress.ORG's blogging software, before starting with your blog. It comes with a greater cost that repeats every year. WordPress.ORG has it's own advantages, except it is not Free)

In Blogger too, you have to have a Blogger account, which is actually a Google account. You may use a new or existing Google mail id for the same. Here also, you get a dashboard from where you can manage and create one or more blogs.

One popular controversy that you may find online is about "who owns my blog's content" on Blogger.com, but that should not be a serious issue for putting free to read, education related articles, I think. Blogger states that they own whatever content is submitted in their product. The same issue is there with WordPress.com as well. They clearly state that the content submitted by us becomes royalty free for them and they may reuse, reproduce and display it as they want. (But that has not created any blunders since Blogger and WordPress have been online. Mind it.)

If you are really wishing of keeping the costs low, I would suggest you to continue with Blogger.com. Their dashboard (your workarea) is simple, clean, elegant and easy to understand. Managing your articles or posts is quite easy with Blogger. You may also make use of their smartphone app for Android phones which makes posting and editing your posts easier. Your blog address would be like yourblogname.blogspot.com but in case you want a proper domain name like www.yourblogname.com, you can use that too with ease.

In fact, most domain providers give huge discounts to new customers. You may want to buy your domain from GoDaddy, BigRock or CrazyDomains. In or any host you feel alright with.

Can you use customized themes on your blog? Yes you can. In fact, you get a rang of readymade and free themes to choose from as soon as you create a blog on Blogger. They provide a good number of themes, including a few modern, dynamic themes which look too beautiful and user-friendly.

Can I create my own theme? Yes, you can. In fact, you get is WYSIWYG (what you see is what you get) editor in Blogger by which you can tweak your theme and make it look as you want. Also, you can add different additional functionalities to your blog by using their 'Gadgets' feature. You will be impressed as you will personally explore these feature yourself. Also, with good knowledge of XML, HTML, CSS and JavaScript, you may be able to create a totally customized blogger theme yourself. But that is not everyone's cup of tea (it is many times more complex than making HTML and CSS layouts as themes include "their" part of code as well which must not be disturbed). Good news is, you can get thousands of readymade themes for blogger online. Most of these theme are free while you may get 'premium blogger themes' too, to make your blog look unique and different from others.

You may start with creating dummy blogs on both WordPress and Blogger, make dummy posts in both and see where you feel good. I would always suggest you to use Blogger.com over WordPress.com.
