How to file appeals with the Central Information Commission (CIC)

I have a few queries about filing appeals with CIC:
1. Can a second appeal be filed offline with the Central Information Commission after the first appeal has been filed with RTI Portal online?
2. Can the first appeal be filed with Central Information Commission and if no response from the CPIO, then with RTI filed online and offline?
3. After filing a complaint with CIC, if the PDF document was neither printed and saved, how do I print the complaint?
4. What's the difference between filing RTI First Appeal with CPIO directly and CIC online and offline?
5. How exactly to file offline complaint/appeals with CIC?

First appeal is filed to the first 'Appellate Authority under RTI' who is an officer senior in rank to the CPIO within the same organization and is appointed by the head of the organization.
Second appeal is filed to the CIC, in case the information seeker is not satisfied with the decision of the first Appellate Authority . Section 19 of the RTI Act, 2005 covers the subject matter of appeals. CIC has a well evolved website and most of the information related to procedure etc. has been displayed on the same.
