In case original birth certificate issued by the Municipal Authority or any office authorised to issue Birth and Death certificates by the Registrar of Births and Deaths or School Leaving Certificate/Secondary School Leaving Certificate/Certificate of recognised Boards, then self attested copy of the certificate can be submitted subject to verification of the original certificate later.
Illiterate or semi-literate individuals can submit a notarized affidavit in prescribed format (Annexure-A) mentioning date and time of birth.

So far as attestation in passport documents including the certificate relating to the date of birth are concerned, the copies must be attested by a First Class Magistrate or a Class-I Central Government Gazetted Officer.

Notary can be just fine in most of the cases. Otherwise you can get them verified from the magistrate too. Depending on whether you are going for renewal or new application the documents will be different. In such case more verification has to be done on that front. I think other people who are authorized for such true copy sign can be used too.
