I found your query a bit confusing. Is it like you are pursuing B.Tech again after B.tech.? As you have mentioned about the degree you are pursuing is "an off-campus learning program after B.Tech" is sounds like that only.
If it is not the case then what is your current qualification for which you got placed in Wipro?
The degrees which are usually offered by such IT companies have equal value as other degree holds from some other institutes. As per my knowledge, before these companies incur your cost of degree, they ask you to sign one bond which mentions about some time duration till which you are bound to serve that company. If you want to leave company before that, then you have to return the said amount mentioned in bond.

The work integrated learning programmes offered by BITS, Pilani which is an institution deemed to be an university are likely to be as good as any other degree. Further details can be found out from the senior co-workers who have completed such programs in the past or from the senior managers involved with this activity. A mail can also be sent directly to the university for clearing any kind of doubt.
BITS, Pilani's degree are likely to be recognized by Government as well as by IT sector and all other sectors.

The degrees offered by BIT Pilani would certainly boost your career prospects since these are the recognised degrees and as such your management - WIPRO has agreed to bear the cost of persuing this degree. Your may have a feed back of these programmes with your senior colleagues who have already accomplished these courses.
Any doubt hovering in your mind may be clarified with direct interactions with the university - officials.
IT companies are interested to enhance the potential of their employees with the induction of such programmes and would not be interested to spare you till you render your service for a prescribed duration set by them. The management may ask you to fill up a bond wherein you would be entering into a contract to serve the company for a prescribed period and by failing in doing so, you would have to refund back the cost involved in procuring these degrees.

B.Tech and M Tech are professional courses and shows the demonstration of the skills in the respective region. Compared to BSc or MSc you are going to earn more credentials in these degrees. Also the amount of the real world experience that you get in these degrees surpasses most common BSc, MSc type degrees. Also you can do almost every post graduation courses after BTech or MTech. Also you can give exams for Govt jobs and UPSC, MPSC etc as well. You are not restricted in any way after you do these degrees. In fact some of the commercial jobs are paying equal to the govt jobs these days.

Yes, BITS Pilani is one of the reputed institution in India. Degree completed through the institution carries same value as degree completed through any other colleges in the country.
Can I apply for UPSC exam on the basis of B.Tech. in Information Systems?
Yes, you can apply for any post relevant to your degree after completing the course.
Are these degrees recognized by Govt. sector and other IT industries?
Yes, degrees offered by BITS Pilani are recognized by government sector and other IT companies. One of my joined to my organization after completing the same program through Wipro.
