Happy to know that you want to be a writer. Your specialization is non technical and that is the reason, you can pursue your further education as distance learning course.
You can go for M.Phil with English literature. This will be helpful for you.
PhD can also be done that too along with your job if your supervisors accept that. Literature subjects does not required lab works, so regular classes are not necessary.
If you select a good institute for your PhD even in India, you can go abroad in student exchange programs conduct by our government on yearly basis.
In this program, our government select some out standing performers in the field of research to go abroad where they can study some part of their own project on government funds.

Though it may be possible to do Ph.D. through research by distance learning mode, but i don't think any scholarship will be available for such programs. Since Ph.D. course requires extensive research work, my advice to the author is to start doing research work daily say for 1 to 2 hours for exploring all available options throughout the world, on internet. Another option is to first complete M.Phil, course of IGNOU through distance learning mode followed by doing Ph.D. from the same university.

If you're already working in newspaper industry. You should take journalism and communication courses. This includes some of the courses in English writing. Those courses include writing news snippets, story and articles. So this pretty much covers what writers need.
Symbiosis and few online open universities allow such courses. You can even attempt those certifications online. This should help you get some good grip on how to be an effective writer.
Other than that you can also find out MOOC courses online. And you can improve yourself by taking international courses instead of local.

Tips for a good writing career:
- As suggested by many experts above, you can try the M.Phil correspondence course, followed by PhD in English literature.
- Along with your correspondence course, you can register on good freelance content writing websites like Elance, Freelancer, Elasticjobs, etc. You can clear the different English-based exams and writing based exams on freelancer and elance to improve your rating and bag good short-term writing assignments online. This will help you to gain experience of working with real clients (both local and foreign), and even fetch you good income.
- You can start a blog on a topic of your interest and straight-away start writing. There is nothing better than writing for yourself, and you will eventually improve.
- You can start writing for sites like ISC and Techulator and even start other money making blogs of your own, after learning how to earn from Google Adsense, Infolinks and Affliliates. The writing field is such that you will learn something new from every avenue or site, that you get associated with.
