You problem is very clear from query.
As per my views, leaving central government job for any IT firm is not an intelligent suggestion.
Central Government job gives so many benefits not only to you but also to your kids. So, please do not allow your husband to leave his job.
If possible, wait for some more time and try harder for transfer. It is possible in government jobs.
Or else, you are being in private firm can try to get another job in Assam. This will allow to to be with your husband.

Sticking with the government job is the current need of the hour. Especially when the government jobs are paying good money.
Government job has very good salary these days. And these jobs are secure enough if you are a people person. Also the amount of work stress is very less with government job. And the pay increasing regularly and less issues with the job loss. So the software job is more hectic, though it pays well and has many other benefits.
If you have talent and some zeal to prove yourself then you can easily switch to software job. If you don't have the talent to prove yourself and want rather laid back lifestyle then stick with government job.
I think quitting government job is not a nice move at all. I am working in IT company as a Software developer in Test (SDET). I know people in IT earn a lot more and travel the world but they also have hectic lifestyle and more prone to health issues which includes psychological and physical health.
Stick with the job that pays consistently then slowly raise your salary. If the govt job offers this then stick with it. if you can get the same job with IT company then you should stick with that.

If there are unpleasant problems in that northeastern location, he can quit that job after obtaining another government or private job.
There are many government and private jobs in northern and southern India looking for Experienced Servicemen.
He shall apply for those jobs and when selected, he can quit the present job of that northeastern location.
This will solve your problem.

It's understandable that the two of you must find it hard to work out this arrangement. The main problem you must face is sustaining your long distance marriage. Sometimes it is about getting your priorities right. However, sometimes it is also important to weigh the pros and cons of your decision, before making it final. You must look at the future too and not focus on the immediate present.
Resigning from a central government job may not be the wisest of decisions. Apart from job security and all the other perks that come with it, there are other things that need to be considered as well.
Jobs in the IT industry appear lucrative from the outside, but ask someone who works in the industry and they will tell you how insecure they are. It's not uncommon for companies to downsize and send employees home.
I live near an IT hub and personally know of 9 people who've been given the pink slip. With the global market in the dumps, there is a chance of jobs coming to India reducing. Political scenarios are changing across the globe and many nations want jobs to be kept for locals rather than them being outsourced to India. If that were to happen where will that leave your family, if your husband makes a job switch?
IT companies also keep a young work force so they don't have to pay higher bonuses etc. Only a few make it to the top, the rest are made to leave. It shouldn't be a case of from the frying pan into the fire.
Transfers don't happen easily. Your husband will have to meet someone influential to further his case. Alternatively, he will have to provide a legitimate and strong reason for transfer to another location. Transfers are generally granted on compassionate grounds. Have him consult seniors in office to find out what compassionate grounds are acceptable. He must explore all options in trying for transfer, before deciding on changing his field.
My sincere advice is for your husband to not leave his job.

I do appreciate the problem being faced by both of you at this moment. Your husband is facing a problem by not being allowed to avail of transfer - facility at this moment causing hardship for both of you. This may be considered as a transitional problem and can be sorted out amicably later.
As far as job - prospects of central government is concerned, it is relatively secured and stable while comparing the same with a private- sector - job. By being an employee of a Central- government, you husband is enjoying several perks such as quarter - facility at a subsidied rate or a substantial amount of money is being reimbursed as a quarter rent in case he resides in some flate while discharging his job. Even there is a provision of complete reimbursement of expenditure incurred by a way of medical treatment for self and family - members in case of ill - health. Even the children of the Central - government employees are taken care of by providing free - education in the Central - schools. After retirement, they may enjoy a lucrative pension and such facilities are not available for the employees of IT sectors.
The jobs of IT sector appear to be attractive and even they enjoy a lucrative payment by way of their salaries but they lack security - aspect in their jobs. The employees may be shown to doors at any time by declaring that they are not fit for the organisation. They employers can down - size the strength of the employees in the lean periods.
Your husband may meet the department of personnel of his area and apprise the officials of his inconvenience and such meeting with the senior officers of the personnel department would be helpful.

Don't allow your husband to do this and my suggestion to you would be more clarified and fruitful, if you had mentioned exact place of posting not only state because i am from guwahati(Assam).Now a days government sector too provide high remuneration and coming revision in the pay scale of all government employee shall give him a good hike which we can't imagine just after joining at private sector beside that the benefits, leave and the convinience that he gets never going to get in private sector.
Better you ask him to keep try to do transfer as much as possible.Now a days in Assam there is no such problem especially i reffer to inflatration for which he have to leave and government declaration for development of some areas of Assam to smart city will definetely gives you and your husband a very suitable environment to reside.The chances of development in different corporate sector also helps you to get good opportuniy within Asaam.
So, despite of bringing different tension in mind better you move from there to Assam and also keep trying to your main goal.

In a simple manner, it is better not to leave Government job whether location could be anywhere including abroad assignment. You may try to get an employment over there, if you can.
