The first step of finding a job is do hard work for locating an advertisement published by the recruiter and after that study the eligibility criteria ,mentioned in the same. Generally requisite eligibility criteria like educational qualifications, age, experience requirement etc. is mentioned in the published advertisements. Also since Panchayats are local bodies, the name of posts and eligibility criteria may have slight variation in various states/districts.
The author is advised to regularly search advertised jobs in the jobs section of the ISC and such other websites. Simultaneously he may browse the posts advertised in the past also and prepare notes about the various types of jobs advertised by Panchayat bodies and required eligibility criteria associated with the various posts.

You didn't mention your state where you are living. If you are from Andhra Pradesh then to get job in panchayati sector you need to write one competitive exam conducted by state government. For this, you must have degree with your hands. I mean any degree (no matter which branch you are).
The exam pattern will be like this.
First you have to complete written test. This is all based on arithmetic, Reasoning, General Intelligence, General Knowledge, General awareness, computer knowledge, current affairs etc..
The next level of exam is based on essay writing. These topics may come from current trends, History and culture, General essays etc.
For this basic social knowledge is important. I mean read 6th to 12th standard books thouroughly to get in idea about different cultures
and different aspects. If you follow NCERT books, that is best.
If you are sussessfully completed your written test and get good score then only you are eligible for the next round that is interview.
Interview dated will be send through mail or will be kept under the official website.
This way you can get job in panchayat secratary and recruiters will not ask you for work experience (since you are a fresher).
Knowing about things how they work will be added and chances are increases to get job. If you get job then you will be kept under training (i.e., probation period). This time, you can learn on how to work, construction, survey etc. all your doubts will be clarified there.
