As per CBSE circular letter no. COORD/EC-30.7/2014 dated 26.11.2014 (http://cbse.nic.in/circulars/exam%20comm_2014.pdf) addressed to the head of all institutions affiliated to CBSE, scanned copies of all transfer certificates issued by them will have to be uploaded on the school's website. As per guidelines issued vide the above circular all CBSE affiliated schools will issue transfer certificates in prescribed format only which will have to countersigned by Manager/Secretary/Member of the school managing committee. In case of transfer from one CBSE school to another, the affiliation status should be verified from the boards website and the affiliation number of the school should also be recorded on the transfer certificate.

Your new school - authority wants to ensure the adherence to the existing pattern of the circular where in there is a provision of uploading of TC in the School web- sight. It is nothing but the compliance of the same circular.
However, I don't find any merit in such rotation unless the quality of the education offered by the new school is really superb and the teachers are painstaking in upgrading the skill of the existing students. If you are brilliant and methodical in your studies, your current school would not like to spare you in order to maintain the rapport of the school.
Prior to taking any final decision, you should consider all the relevant points in favour of your decision of shifting to a new school.
