Presently, the candidates who are recruited in the banks are through IBPS CWE only. The members who joined in the banks before 2011 is another scenario. However, SBI is conducting exams for clericals, probationary officers and specialist officers separately.
Since 2011, IBPS is conducting CWE (Common Written Examination) for 19 banks. These 19 banks selections will be done through IBPS CWE jobs like clericals, Probationary Officers and Specialist Officers and the 19 banks are:

The organization is autonomous and the goal of the organization is to provide the man-power to the banking sector under the government funded banks. So the banks who are government funded are making use of their process to select the candidates. Also some of the private banks makes use of the process for their recruitment.
There are some government banks on the governing role of the organization. So the recruitment process is verified and adjusted on time to time basis.
The recruitment process is designed and executed by IBPS. The ranking list is generated and the interview process is then executed. Cut off is created as the jobs are offered to specific banks to candidates.
That's pretty much the role of the IBPS.
