First of all it should be seen that the institute which has awarded this diploma is a Government recognised institution or not. Secondly, if the diploma offered by the institute is recognised or not. It may be noted that only Government recognised diplomas etc. can be considered while applying for a Government job. Also prior to completing the diploma course, what was the educational qualification of the author e.g. 10+2 or a graduation degree etc. All such full details are required for offering any specific opinion.

It is a confusing question.
Already you have Govt. job and working in that and if you want promotion then you did PG diploma computer course. That's it?
One thing I want to confirm you that you did a certification course and not a fulltime pg diploma. PG diploma is 2 year course. What is your qualification? Whether it is 10+2 with diploma or Bsc?
It depends on the institution in which you have completed your pg diploma certification and whether it is from recognized university. If yes, whether the course is recognized or not you should know. Some famous institutions, generally what they do is: whether the course is having good demand they simply added into the course list.
Finally, you did that course in 2000. Its long back almost 16 years. Now you want to use that certificate for promotion. Why didn't you use that certificate till now? The options/choices may be many that all you know. But be prepare with the topics with which you have completed in pg diploma.

You have to check whether the institute you have enrolled into had the NAAC and other credentials. For example most of the institutes who offer such diploma are affiliated with government university. Also the government body such as AICTE and NAAC are the one going give rating. Based on their rating diploma or degree gets some weight by the university.
So find out if your institute had some credibility during that time. By finding that part out you can easily find out if the course had any relevance. Most of the courses that offer diploma should have enough job assistance for you. Make sure you know if it's not credible enough then how to get the job.
Do get yourself updated as the degree is 16 year old. And you have to update yourself so as to stay relevant as it is. The syllabus and the relevance of 16 year old degree won't be of much help even if it is recognized certificate.

If the course you have done is under government recognised college or institute then definetely you are eligible to apply government.If the course is equavalent to 'A Level' then you can apply for various computer related job like Data entry operator,Computer Assistant,Data Manager,Management Information System etc.
