Alex - You are welcome to ISC. There are many engineering colleges situated in India at places like Shimla (Himachal Pradesh), Srinagar (Jammu and Kashmir), Darjeeling (West Bengal), and many such other places where snow fall occurs sometimes. You may study about the colleges located in these states for further information. However, it is advisable that the selection of an engineering college for studies may better not be based on such factors.

Almost every university allows colleges to take offshore students under the management quota. In such case they are going to reduce some other general seats too. The cost of the international coaching will be adjusted as per college policy. So the student has to pay for the university level coaching fees and also the additional fee structure of the college.
You can try Delhi University, Mumbai University and Anna University. These universities have plenty of international students for engineering in India.

For NRI and other national students in India many universities are providing separate quota. However, the fee structure may be different from one to one (national and international students). You can try seats in Osmania university which is a famous one in Hyderabad, Anna University which is in chennai, Delhi University from Delhi, Mumbai University from Mumbai etc. However, in India, In many places climate will be different (temperature is high ) from country.
