First of all, I want to appreciate you to choose diploma. Generally, students who have completed their 10+2 then go for either engineering or medicine. You had shown your diversity. Personally I feel that diploma books have the basic knowledge. The lecturers who are teaching for the engineering students, they go through the diploma text books for better understanding. Then I feel that diploma is the right option for who want to become perfect engineer.
In India, every year lakhs of people are completing their Engineering graduation. They get only certificate but not the talent that will be useful to the companies. Duration of this course is 3 years and in case of accidents/ill-health or any they will be extended to 2 years (not exactly). Put your efforts not for getting marks but to gain in-depth knowledge of subject. Once, you were succeeded in the basics no need to look back.
You didn't mention your state and educational details in the query. Depends on your percentage in 10th and 12th standards we can say whether you get seat in Govt. or private college. For availability of seat in polytechnic colleges, you should appear one competitive exam. Depending on your rank you will get the seat and scholarships too. This may vary from state to state. Anyhow, you can search for any polytechnic college near by you which is recognized by Govt.

Diploma in Civil Engineering has 3 years duration on regular basis but it may change depending upon your academic qualification and professional status.
There are many institutes offering this course as distance learning coarse and in that case, the course can be completed in even 5 years.
Some private institutes also offers weekend course. Then again the duration may vary.
If you are fresher and want to pursue this course, I will suggest you to go for regular course. Regular course will give to good job opportunities afterwards.
