Universities around the world quote the tuition fee in the US dollar for the international students. So the price is reflective to that of the local currency of the students. You have to pay Indian rupees equivalent of that USD amount. And if you are paying via the credit card or the bank transfer then the Indian rupees of that amount get deducted from the bank. Asian, European and South american Universities accept the money in the USD. So you're forced to pay the money in the dollar on their official site in that amount. Universities don't accept the local currency of the international student because of the currency conversion issue.
