Congrats to your brother for getting selected in U-19 Cricket tournament. Did you pay Rs.6000 for playing in Sri Lanka? If you have paid it, then was he sent to play there? The information should given in detail while you hope for career guidance. If he had paid and played in Sri Lanka, I think it is ok. Because, the organizers also has lot of payments to take care of like flight ticket, accommodation. etc. My advice is get to know why is that money required and is it really a genuine organization.

Firstly as a elder brother you should gather all the information about the procedure for sending your brother to anothet country for playing in the tournament and if it seems to be valid an legal.
You should definately encourage your brother to play more and finance him for that becuase these small investment will all be payback id he suceeds and also there will be no big happiness and proud that you will feel on encouraging the talent within your brother.
Because family works like a backbone and support for a talanted and skilled person and this backbone should always be there for supporting that person and making him feel strong and bold enough to face any situation.

You need to collect more information on why and how this money is required. Most of the time the money is often not needed because the sponsorship or the committee pays the transportation costs. Only the visa and other issues are to be taken care of by the player. So you have to find out the cost it takes and how quicker you can get this done.

Another point is that make sure your brother knows the process of this entire tournament. And also know the process that is going on for the transportation, cost and living. In order for things to work out properly. Once that is done then paying for the tournament won't be much of an issue. Otherwise it is not wise to pay without any information in detail. And congratulations to your brother for this achievement.
