The question raised by the author is a tricky one. However my personal opinion is as follows which is general is nature and subject to correction by any legal opinion expressed otherwise. The Dr. N.T.R. University of Health Sciences, Vijayawada was established vide an act passed by the A P Legislative Assembly and is an university duly recognised by UGC and its various courses are approved by the concerned professional bodies like MCI, DCI etc. The governing bodies of the university are the Executive Council, Finance Committee, Academic Senate, Boards of studies and the Planning board. Decision is taken by the respective governing bodies as to how to set papers etc. and it is generally up to the body setting question paper to give weightage to any particular chapter or not . There may not be any fixed criteria to be revealed on demand. Perhaps only when questions are set from outside the prescribed syllabus, any query can be raised about the same.
