You didn't specified if it shows any errors or not. Also have you tried pressing shift or enter once you see the cursor? If yes then let us know the message it shows so we can troubleshoot more seriously.
Your desktop manager seems to be corrupted after the install. So make sure you reinstall the Windows 7. And once you reinstalled the Windows 7, remove the disc and boot it again. This should give you an option to get back into the desktop. Provided that your installation steps went through properly, you can see the desktop.
This issue happens when the desktop manager for the windows process is corrupted or if it is not running. Reinstalling usually solves the issue. You just have to do the re-installation or repair the windows, whichever option applies.
