IELTS (or International English Language Testing System) is an English language proficiency test generally required for higher
education, immigration and employment.
IELTS measures ability in English language in all four language skills – listening, reading, writing and speaking. Since the medium of education is English in countries like USA, one has to be proficient in English language to grasp the subject while studying. Generally for Indian students who study in English medium schools, clearing IELTS with good marks is no big deal. However even high IELTS scores have little bearing on admission in foreign universities and in getting the scholarships etc. though it is required to be cleared by many universities for application process.
GRE (or Graduate Record Examinations) on the other hand measures analytical writing, quantitative reasoning and verbal reasoning abilities and is required for admissions to masters and doctoral degree programs in various universities. High GRE score helps in getting admission in high ranking universities and very high scores in GRE takes the student nearer to getting a scholarship.

IELTS is English proficiency test. This test is required in the countries where English is the primary language of communication. This means the countries that had British colonized will have this language as their first language. Australia, USA, Canada, New Zealand and few other nations. Also non-English nations are also making this test compulsory for the work.

GRE stands for graduate record examination. This exam is meant for the people who wish to pursue the education in united states of america. This exam and it's score makes it possible for applicants to apply for the universities in the USA.

Both these tests and few additional tests are meant for migration and the study in the foreign nation. So they are required. These exams have no scholarship provision considering these are basic exams to apply for education. Scholarship is available based on your current educations performance and available only once you are accepted in any university.
