In which country the handkerchiefs were invented?

Nowadays most of the people use handkerchiefs though people are gradually shifting toward using tissue papers. In which country the handkerchiefs were invented? Also what is reason of smaller size of handkerchiefs of females compared to that of the males?

Sir,

It is said that handkerchief is invented in England. King Richard II who ruled England had invented handkerchief. The available documents are saying that King Richard II had used the pieces clothes to wipe his nose. These clothes are the ones which had later termed as 'Handkerchiefs'.
