Eligibility criteria for GATE 2017 as displayed on the website http://www.gate.iitr.ernet.in/ is given as follows -
'currently in the final year or already completed'.
In case the candidate is expected to complete one of the qualifying criteria in 2017 or later then, he/she has to submit a provisional certificate letter in the prescribed format.
The author has to first see as to in which year he is likely to complete his qualifying degree i.e. B.E. or B.Tech. and then proceed ahead by thoroughly studying the concerned website mentioned above.

GATE examination criteria suggests that the person has to be in 7th semester onwards to qualify. In ideal scenario you need to be a graduate student. But apart from that you are allowed to give the exam from 7th semester onward only.
In case if you're non engineering student then also you're supposed to be a final year candidate for the eligibility for exams. You can read more about it here : http://www.gate.iitr.ernet.in/

A person who has already completed the course or a stuent who is in the final (4th) year of the course, can appear in GATE. As a student of 3rd year, you are not eligible to appear in GATE. Kindly check the details regarding eligibility from the following website: http://www.gate.iitr.ernet.in/
