How to contact central government ministers very quickly?

Current central government is encouraging the idea exchange process. I want to know how to contact particular minister of central government to either give idea or to complain about anything? What are the means and ways to contact them? How do they reply?

On the website of the concerned ministries, the contact details of the minister concerned are displayed under 'contact us' or 'phone/ e-mail directories'. However, the phone call is not likely to be picked directly by the minister. Instead one of the personal staff like a private secretary, assistant private secretary, personal assistant or officer on special duty is likely to pick the call. In my opinion, it is better to send an email explaining the issue concerned in an organised manner, instead of trying to talk personally to a minister. A fax can also be sent. But before attempting to contact the minister, first the official responsible for the work should be contacted followed by his/her superior official.
There was news that few individuals have contacted the ministers by posting a message on their social network sites like Facebook etc also.
Many ministers including the Prime Minister have their own websites also. The people can connect with them through various options made available on the same.

There are various links that take you to where you need to go. Any contact info or feedback options will be on the particular website. They will respond to your email or postal address as needed. Because there is the need to have record of communications, they may not respond to phone numbers.
