It is presumed that the author is talking about the Babasaheb Bhimrao Ambedkar University, Lucknow (http://www.bbau.ac.in/). The university has made available on its website the Ph.D. regulation 1999 as amended in 2013 (http://www.bbau.ac.in/home/Ph.D.Regulation.Pdf).
According to the said regulations, the admission to the Ph.D. programs is conducted once in a year through URET (University Research Entrance Test).
The URET Admission Notice/Prospectus of the university is published in the month of March/April every year. All eligible candidates including those appearing in their qualifying examinations are allowed to appear in the URET that is conducted along with the Entrance Test for the P.G Admission in the third/fourth week of May.
The Entrance test involves a single question paper of two hours duration containing 80 questions of one mark each.
An Interview of shortlisted candidates is also conducted which bears 15 marks and 5 marks are added to the marks obtained in the written examination to the candidates who have qualified in the National eligibility test or equivalent test of UGC/CSIR/ICAR/ICMR/GATE/GPAT/DBT/ DAE or have passed M.Phill.
