Forest Officers are appointed at two levels, Union level and State level. At the Union level, Forest Officers are selected through UPSC-conducted Indian Forest Services Examination held annually. The selected candidates are allotted State cadres on completion of training. The eligibility for Indian Forest Service Examination is Bachelor's degree with at least one of the subjects, viz., Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture or Forestry or Engineering from a recognised University.

At the State level, every State appoints Forest Officers on the basis of state-level Civil Services Examinations.
