What does a Franking machine do?

I want to know about franking and what is the process involved. In India, can somebody set up a franking machine and if so what is the procedure? Or is it a government related process only?

The literal meaning of the word 'franking' is an official mark or signature on a letter or parcel to indicate that postage has been paid or does not need to be paid.
A postal franking machine is a stamping machine intended to stamp impressions of dies of approved design on private and official postal articles in payment of postage and postal fees.
A licence for the use of Franking Machine is required to be taken from the Department of Posts'

Franking is the easiest way to manage your postal mail without the hassles of any wrong postal charges.

Franking as the term means stamping a mark to validate the fact that the postage has been paid. Banks and sub-registrar offices have these machines installed. The sub-registrar offices have the machines capable of franking upto Rs. 999.

You might have seen mail from some companies which have stamped images in different colors those look like a stamp - BUT NOT ACTUAL STAMPS. This method is called postal franking. The franking machine does this task in an automated way. It has a counter to register the total amount of stamp value that has been franked. It weighs the mail and affixes the stamp equivalent to the value. The organisation that has been approved to do franking needs to pay the equivalent cash to the government department concerned.

Franking machine avoids the possibility of human error involved in affixing postal stamps manually. For instance, you may misjudge the weight of a mail and affix stamps of lower value. When the mail is delivered, the deficit amount is collected by the recipient, thus being a cause of embarrassment for your firm. In a case where you affix stamps of higher value than those needed and be a reason for excess expenditure. Franking machine removes these anomalies and improves the impression of your organisation.

Franking is a method of mechanically imprinting or printing the value of fees(instead of physically affixing stamps) on mails and documents by a machine which has the sufficient amount pre-loaded .

Franking was known earlier used for postal mail fees affixing. However it was later used for stamping fees on documents (non-judicial ) including bank loan documents that needed stamping under stamp act. In this regard certain designated banks were authorised by government to do franking.

As per the use, the licence and pre-filling of the amount is done by Postal department or concerned state Stamp Office/Dept.

Franking machines are normally required for those firms and companies which deal with bulk mail sending daily to various places across the country and abroad. Franking machines have the options of selecting denominations of the stamps required and the same would appear on the envelope or the cover to be posted. The main advantage of franking machine is that, the company can send mail at any given time and it need not depend on the stamps from the postal department. The other main advantage is the advertisement of the company logo that appears on every stamping. In a way the company promotes their own product or brand logo through franking machined letters and thus get advertising benefits too. But bulk filling of stamps amount in the post office is needed. For post office they need not do the cancellation of stamps as done for other mails and thus franking letters get sorted out immediately and sent for dispatch or distributions immediately.

A postal franking machine is a stamping machine which is used to stamp impressions of dies of approved design on postal articles on payment of postage and postal fees. Every Central Government office which has to carry out large number of correspondences (sending official letters) uses this machine. I have seen use of franking machines in PSUs also.

A licence for the use of franking machine is mandatory and is required to be taken from Department of Posts, Government of India.
