First of all why do you have to study diploma after completing your 12th? You can clearly mention the reason as to why you want to join Diploma.
Diploma is not considered as a degree and if you want to hold a degree, then you have to join a Bachelor courses of your choice. If your are thinking of joining Diploma to pursue B.E in Electronics and Communications, then you can do it directly after 12th without having to join Diploma. After 12th, you can appear for entrance examination conducted by your state and then based on your scores you can choose the college and branch for the same.
If you still want to appear for diploma, then you have to appear for examination conducted in your state. Based on what you have mentioned, JEXPO is in West Bengal and you have to appear for that examination.

The minimum entry qualification for a diploma is a pass in class ten and later one has to appear in the competitive tests conducted by the state board of technical education. The total duration of the diploma course, irrespective of the streams is three years.
Hence. if you think of the other option by considering your present qualification being class twelve, you can continue the degree course in Engineering taking one additional year only in the completion of the degree course if you calculate the duration of the diploma course. So taking admission in engineering college would be much better.
If at all, you are interested for the diploma course in any stream, you should have to clear JEXPO and on the basis of your scoring, you will be eligible for admission in the Government Polytechnic including the private one.
The other alternative is to seek admission in a private polytechnic run by different state governments such as Orissa, Tamilnadu, Karnataka etc., with the management fee and even if you pay the huge fees for a private institution, you may not get a suitable placement.

Please check if a specific polytechnic gives admission without JEXPO score.
However JEXPO score is necessary for admission for any diploma course. The score cutoff can be checked on specific polytechnic website.
