    What are deemed universities and how they are different from autonomous institutions?


    Interested in knowing about the differences between various types of universities? Searching for detailed differences? On this page, you can check out the answers from experts.

    In India, we have many types of universities and institutions. But I don't find any difference between deemed universities and autonomous institutions such as IITs, NITs, IIITs, etc., which are not affiliated to any university. Both deemed universities and autonomous institutions confer degrees on their own. Then what is the difference between a deemed university and an autonomous institution, which awards a degree?

    The following are the various places of higher education in India.
    1. Central Universities.
    2.State Universities
    3.Deemed Universities.
    4.Private Universities
    5. Autonomous colleges/Institutions.

    I will try to give about each one.

    Central Universities: These universities are formed by an Act of Parliament. They will be under the control of Department of higher education (DHE) under Ministry of Human Resources. Development.
    They will have their own admission process. They have their own syllabus. They conduct exams on their own. They grant degrees on their own. There are no affiliated colleges.
    State Universities: These Universities are established by State Governments with Act of legislative assembly. Chancellor will be Governor and Vice Chancellor will be appointed by State government. They may get UGC funds also.
    They will have their own admission process. They have their own syllabus. They conduct examinations on their own.They grant degrees on their own. They will have affiliated colleges,
    Deemed Universities: It is a status of autonomy to a university. They are under the control of Department of Higher Education(DHE) under ministry of HRD.
    They have their own admission method. The have their own syllabus. They conduct examinations on their own. They may or may not issue degrees on their own.
    Private Universities: These are run by private managements with UGC approval. No funds from central or state government. They have to adopt all UGC norms. UGC will be sending teams to audit and monitor the issues. They will have a President or Chairperson.
    They can have their own method for admission. They can have their own syllabus. They can conduct exams on their own. They can give degrees on their own. But no affiliated colleges. They have to fully adhere to UGC guidelines from time to time.
    Autonomous colleges/ Institutions:
    These will have control on their day to day operations,Syllabus,examinations, offered courses and admission process. They will be under DHE, MHRD.
    But there is a difference between colleges and Institutions.
    Autonomous colleges are to be affiliated to a university. They can't issue certificates on their own. Autonomous Institutes need not have any university affiliation. They can issue certificates on their own. All IITs,IIMs, IIIts and NITs will come under this type.

    Deemed universities have their own syllabus and curriculum. Many colleges in different location can be affiliated to a deemed university or institution.
    For becoming a deemed university it has to apply for permission of UGC under section 3 of UGC act, 1956. Once conferred these institution can award the degrees for the courses they have taken the permission. The updated list of such approved university is published by UGC in its site at www.ugc.ac.in also.

    On the other hand autonomous institutions/ universities are of two categories- first which are affiliated to Govt university but have their own course and syllabus but degrees will be awarded by the Govt university and second which are directly under the deptt of higher education like IITs. They have their own syllabus, examination methodology and can award the degrees also. The list of such autonomous institutions is also updated and published by UGC in its site at www.ugc.ac.in

    As already detailed in the preceding reply by Mr. Rao there are many types of universities in India but all of them are under UGC in some way or another. Sometimes you will find that the name of a university is not figuring in the UGC list. It means it is a fake university and not taken proper conferment from UGC.

    UGC also tries to list these fake universities in its site to alarm the general public regarding the risk of getting degrees from there.

    Deemed universities and Autonomous institutions are functioning wise similar. But there establishment and area of education has more and less control.
    1. Deemed Universities(DU) can start any approved courses where as Autonomous institutions(AI) have limitation of their specialization courses. E.g. DU can have BA,BCOM,BE,MBBS but AI only will have either any of them.
    2. Both of them have own certificates given to students post course completion. But most of time AI prefer to stay affiliated with recognized university for that.
    3. You might see donations accepted in DU but it is rare Autonomous colleges take donations.
    4. DU has own entrance tests for admissions to many courses but Autonomous institutions are clubbed many times to take joint entrance test.
